The Residential Communities Initiative (RCI) is the Army’s highly successful Public Private Venture program whereby the Army has partnered with the private sector to privatize the housing on Army installations. The RCI program is comprised of 44 installations (combined into 34 projects); over 86,000 homes - 98% of Army's family housing inventory in the U.S.
