Emergency Response to Transportation Mishaps Involving DoD Military Munitions

The Department of Defense (DoD) is required to transport military munitions from various facilities and installations in order to meet mission and training requirements. This transport includes truck, rail, air, and vessel (via commercial and military conveyances).

In August 2016, the Secretary of the Army was designated as the DoD Executive Agent for transportation mishaps involving DoD military munitions. In August 2016, this authority was delegated to the ASA(IE&E). This responsibility requires the Army to coordinate responses to transportation incidents or mishaps and develop associated command and control procedures in accordance with DoD Directive 6055.09E.

In July 2019, the ASA(IE&E) delegated tasking authority to Deputy Chief of Staff, G-3/5/7 to coordinate with the appropriate Military Service Centers for required support, after the initial emergency notification, to respond to transportation mishaps or incidents involving DoD military munitions. The Army Operations Center (AOC) coordinates with the nearest capable installation for required support in response to mishaps.
